Colonel Caine, as a private individual, at his own expense, and upon his own responsibility, by counsel having no connection whatsoever with the Government, moved the Supreme Court against Mr. Tarrant for a rule to show cause why criminal information should not issue against him for libel. Mr. Tarrant appeared in person and consented to the rule being made absolute at once.
